How do I get a CMI-S?

The Carte Mobilité Inclusion mention Stationnement (CMI)-S is issued by the Maison départementale des personnes handicapées (MDPH) in your département of residence.
In the event of damage, loss or theft, a duplicate must be requested.
The Section du Stationnement sur Voie Publique (SSVP) of the City of Paris does not issue them.

There are two types of parking:

Dedicated spaces.
Pay and display.

In paid parking areas, the right to free parking conferred by the CMI-S is activated by the use of a HANDI ticket or by the vehicle's Handi'Stat registration.

When using a Ticket HANDI, the original, valid CMI-S must be visibly displayed behind the windscreen.

This is not necessary if the vehicle is Handi'Stat registered.

Dedicated spaces

Procedure: affixing the CMI-S

Dedicated spaces, sometimes still referred to as "GIG - GIC" spaces (for Disabled War Veteran and Civilian Disabled Person) are accessible to vehicles with CMI-S registration.

These vehicles must display the original, valid CMI-S, displayed behind the windshield.

The vehicle can be parked in the same space for up to 7 consecutive days.

Please note: these seats cannot be reserved or made private.

Pay parking spaces: HANDI ticket

Steps: affix the CMI-S and take a HANDI ticket

The entitlement to free parking in surface pay spaces conferred by the CMI-S is activated by taking out a HANDI ticket.

This free, digital ticket, valid for 24 hours, allows you to :

Check parking time
Facilitate inspections by combining registration with the free entitlement conferred by the CMI-S.

It is available on parking meters and mobile payment applications (tariff n°6).

The original, valid CMI-S must be affixed visibly behind the windshield.

The Ticket HANDI must be taken from Monday to Saturday, from 9am to 8pm, excluding public holidays, including the month of August. It is valid for 24 consecutive hours.

To use a mobile application, the credit card number must be entered. However, no amount is debited, as this is to activate the right to free use.

The vehicle registration number must be entered in exactly the same way as that shown on the vehicle registration certificate, so that ticket inspectors are aware of the associated free parking entitlement (they use the vehicle registration number to query the parking entitlement database).

There's no need to affix the ticket issued by the parking meter to the dashboard (it may be kept as a receipt).

Registration is now open to residents throughout France, and is valid for 3 years.

It is no longer necessary to affix the CMI-S behind the windshield if the vehicle is Handi'Stat registered.

Steps to take : register the vehicle you use regularly

Handi'Stat referencing exempts the vehicle regularly used by the CMI-S holder from the need to buy a Ticket HANDI, as long as this vehicle has been referenced by the City of Paris.

It is open to all users with a CMI-S residing in France, for surface parking in Paris with their vehicle or that of a regular companion.

It is also possible to register the vehicles of associations or companies transporting PRMs, but only via the mail procedure.

It is valid for 3 years, subject to the validity of the CMI-S.

When the vehicle is Handi'Stat registered, there's no need to affix the CMI-S behind the windscreen if you're parking in a paying space.

Attention

The European parking card is valid in all European Union countries.

Visitors from outside Europe who do not have a parking card for people with disabilities are entitled to free surface parking:

■ If their country is an associate member of the European Conference of Ministers of Transport: Australia, Canada, Japan, Mexico, New Zealand, South Korea and the United States,
■ If their parking card shows the "wheelchair" logo and the holder's name (to be affixed visibly on the dashboard).

They must then take a Handi ticket from the pay station.

No, if you use a HANDI ticket, you must affix the original, valid CMI-S or CES. It must include all the required information, as well as the signature of the issuing entity. In the event of theft, a duplicate must be requested from the issuing authority. The letter granting the CMI-S or CES cannot replace the card. It can, however, be used as proof of appeal in the event of receipt of a Forfait Post-Stationnement (FPS).

No, only in dedicated spaces and paid surface parking areas. The CMI-S and CES do not authorize parking that is prohibited, inconvenient, very inconvenient or abusive. It is therefore forbidden to park on the sidewalk, on a crosswalk, in the middle of a road, in a work zone, or for more than 7 consecutive days in the same space.

In parking lots, these cards give access to dedicated spaces after payment of the corresponding fee.

During the " États généraux du Stationnement", the City of Paris undertook to go beyond its regulatory obligations with regard to the number of dedicated parking spaces. It is currently developing 1,000 additional parking spaces reserved for PRMs.

The installation of these spaces is based on a territorial grid approach. However, in exceptional cases, a request may be made to the district mayor's office, who will then refer the matter to the roads department for a feasibility study.

Motorcycles or scooters carrying a CMI-S holder cannot display this card (risk of theft), but they can have the vehicle registered with the Handi'Stat scheme, in accordance with the conditions in force.

If they take a Ticket HANDI, they will receive a Forfait Post-Stationnement (FPS) if the CMI-S is not affixed to the vehicle. This Ticket can be used as proof for the Recours Administratif Préalable Obligatoire (RAPO).

On dedicated parking spaces, vehicles can stay for up to 7 consecutive days. After that, it may be ticketed and removed as illegal parking.

On paid parking spaces :

- Vehicles holding a Ticket HANDI may park for 24 consecutive hours (e.g. from Monday 3pm to Tuesday 3pm). After that, a new Ticket HANDI must be purchased.

- Handi'Stat vehicles may park for up to 7 consecutive days. After that, it may be ticketed and removed as an abusive parking offence.

The Ticket HANDI or Handi'Stat registration is only compulsory on paid parking spaces, not on dedicated spaces. Combining the right to free surface parking conferred by the CMI-S or CES with the relevant vehicle registrations means that checks can be carried out more quickly (computerized and partly automated). This provision also helps to combat fraud involving parking cards for the disabled: holders of these cards have better access to spaces, which facilitates their mobility.

Law 2015-300 of 18/03/2015 stipulates that "the parking card for disabled people allows its holder or the accompanying third party to use, free of charge and without time limit, all parking spaces open to the public".

It also specifies that "the authorities responsible for traffic and parking may set a maximum parking time which may not be less than twelve hours".

In this case, in Paris, article 3 of order n°2017P12620 dated 12/15/2017 stipulates that this "maximum duration is 24 consecutive hours at the same location".

The Conseil d'Etat's decision n°431132 of 24/03/2021 confirms that "In the event that the competent authority has set a maximum duration for free parking, and in order to ensure compliance with this regulation, this same authority may require persons who are holders of the parking card for disabled persons or the mobility inclusion card with the mention "parking for disabled persons", or third parties accompanying them, to establish the start time of their parking by means of a device made available to them. To this end, it may require them to record, free of charge, the license plate number on a parking meter or on a mobile application for payment of parking fees".

In Paris, this means Ticket HANDI or Handi'Stat referencing, as defined by municipal order no. 2021P10845 of 18/02/2021.

Paris Council deliberation 2022DVD03-1 of 06/2022 extended Handi'Stat referencing to motorized 2-wheelers, for which it is mandatory (one-off Ticket HANDI not possible), and also to vehicles belonging to associations and companies with CMI-S "organisme".

Lastly, deliberation 2023DVD43 of the Paris City Council on 07/2023 opened up registration to all those entitled to use Handi'Stat who are resident in France, and allowed the registration of 2 vehicles without any conditions on the status of accompanying persons or vehicle ownership. The period of entitlement has been extended from 2 to 3 years.

In dedicated parking spaces and paying areas, the police (municipal or national) check the authenticity and validity of the CMI-S or CES. In the event of an infringement, a fine is issued. In addition, if the vehicle has been parked in the same space for more than 7 days, it is ticketed and removed (impounded).

In pay areas, ticket inspectors (City of Paris service providers) check that the vehicle displaying a CMI-S or CES is associated with a right to free parking via a Ticket HANDI (displaying the CIM-S / CES is not compulsory if the vehicle is referenced HandiStat'). If this is not the case, or if the CMI-S or CES affixed is obviously false or invalid (copy, expired date, etc.), they issue a Forfait Post-St stationnement (FPS).

There are a number of possible causes, including: failure to visibly affix the original and valid CMI-S or CES, or doubt as to its authenticity if you are using a HANDI ticket; parking on a sidewalk, crosswalk, in the middle of a road, in a construction zone, for more than 7 consecutive days in the same spot, etc. as observed by the police.

The ticket can be contested with the Officier du Ministère Public (OMP), the only authority authorized to rule on the validity of a parking ticket, according to the procedures and deadlines indicated on the "avis de contravention" received. This notice is sent by theAgence Nationale de Traitement Automatisé des Infractions (ANTAI) to the address shown on the vehicle's registration certificate.

There are several possible causes, including :

- Non-activation by a Ticket HANDI or the Handi'Stat referencing of the right to free travel attributed by the CMI-S or CES.

- Failure to visibly affix the original, valid CMI-S or CES, or doubt as to its authenticity (in the case of a Ticket HANDI).

The FPS should be distinguished from a contravention (a criminal penalty issued following the discovery of an offence), as it is a fee for occupying the public domain, issued after the fact (after the actual parking). It's a fixed fee, the amount of which corresponds to 6 consecutive hours of parking at the visitor rate, which means that the actual parking time may be less and no preferential or free rates can be applied. Since 2018, users have had the choice of paying the parking fee spontaneously (as soon as parking begins) at theparking meter or on mobile paymentapps , or after the fact, in the form of an FPS.

The FPS may be contested with the commune that issued it, by means of a Recours Administratif Préalable Obligatoire (RAPO), in accordance with the procedures and deadlines indicated on the "avis de paiement FPS" received.

This notice is sent by theAgence Nationale de Traitement Automatisé des Infractions (ANTAI) to the address shown on the vehicle registration certificate.

No. These vehicles are equipped with an automatic number plate reading system (LAPI): their cameras flash the number plates and the system interrogates the computer database that manages payments and parking fees, including free parking. The images taken by the cameras are then analyzed by sworn inspectors located remotely. For vehicles used by CMI-S or CES holders, controls are preferably carried out on site, also by sworn inspectors.

In all cases, the issuing of an FPS is the result of human action on the part of the controller.
