The essentials

Surface parking is free for people with a Carte Mobilité Inclusion mention Stationnement card.
How do I get a CMI-S?
The Carte Mobilité Inclusion mention Stationnement (CMI)-S is issued by the Maison départementale des personnes handicapées (MDPH) in your département of residence.
In the event of damage, loss or theft, a duplicate must be requested.
The Section du Stationnement sur Voie Publique (SSVP) of the City of Paris does not issue them.
There are two types of parking:
  1. Dedicated spaces.
  2. Pay and display.
In paid parking areas, the right to free parking conferred by the CMI-S is activated by the use of a HANDI ticket or by the vehicle's Handi'Stat registration.

When using a Ticket HANDI, the original, valid CMI-S must be visibly displayed behind the windscreen.

This is not necessary if the vehicle is Handi'Stat registered.

Dedicated spaces

Procedure: affixing the CMI-S

Dedicated spaces, sometimes still referred to as "GIG - GIC" spaces (for Disabled War Veteran and Civilian Disabled Person) are accessible to vehicles with CMI-S registration.
These vehicles must display the original, valid CMI-S, displayed behind the windshield.
The vehicle can be parked in the same space for up to 7 consecutive days.
Please note: these seats cannot be reserved or made private.
Note: the data are from 2021, so you'll have to rely on the road markings.

Pay parking spaces: HANDI ticket

Steps: affix the CMI-S and take a HANDI ticket

The entitlement to free parking in surface pay spaces conferred by the CMI-S is activated by taking out a HANDI ticket.
This free, digital ticket, valid for 24 hours, allows you to :
  • Check parking time
  • Facilitate inspections by combining registration with the free entitlement conferred by the CMI-S.
The original, valid CMI-S must be affixed visibly behind the windshield.

New
Registration is now open to residents throughout France, and is valid for 3 years.

It is no longer necessary to affix the CMI-S behind the windshield if the vehicle is Handi'Stat registered.

Steps to take : register the vehicle you use regularly

Handi'Stat referencing exempts the vehicle regularly used by the CMI-S holder from the need to buy a Ticket HANDI, as long as this vehicle has been referenced by the City of Paris.
It is open to all users with a CMI-S residing in France, for surface parking in Paris with their vehicle or that of a regular companion.
It is also possible to register the vehicles of associations or companies transporting PRMs, but only via the mail procedure.
It is valid for 3 years, subject to the validity of the CMI-S.
When the vehicle is Handi'Stat registered, there's no need to affix the CMI-S behind the windscreen if you're parking in a paying space.
Attention
Handi'Stat parking permits parking in Paris, including the Bois de Boulogne and Bois de Vincennes. To find out about parking conditions in other communes, please contact the relevant authorities directly.

Conditions and supporting documents

In order for the free entitlement conferred by the CMI-S to be associated with a registration, supporting documents are required concerning the referencing:
  • The CMI-S holder: his or her principal place of residence and the validity of the card
  • The vehicle to be listed
Consult the conditions and supporting documents to be provided depending on the case (personal vehicle, regular companion, CMI-S holder, association, company, etc.).
The Handi'Stat referencing request can be made :

By the digital department

By post or at the counter (by appointment)

Closure of SSVP counters
The counters of the Section du Stationnement sur Voie Publique will be closed from July 15, for a period of one month.
