Most of the Olympic and Paralympic Games will take place in the heart of the city in temporary competition venues. An exceptional setting for athletes and spectators from all over the world. To ensure the safety and protection of residents, athletes and visitors, the French government will be setting up security perimeters around these venues. Find out about access conditions around the capital.
One hundred years after the 1924 Games, Paris will host the Olympic Games again from July 26th to August 11th, 2024, and, for the first time, the Paralympic Games from August 28th to September 8th, 2024. Events will take place in the heart of the city, in temporary venues located near the capital's greatest monuments: the Eiffel Tower, Grand Palais, Concorde, Alexandre III Bridge…
This exceptional event calls for exceptional measures : the Paris Police Prefecture will set up perimeters around competition venues to ensure the safety of spectators, athletes and local residents during the Games.
With
the removal of 2,000 points of lighting equipment in order to reduce the halo
of lost light and the temperature of the light, the City of Paris avoids
disturbing migratory birds, for example.
The French government, the Paris 2024 Organizing Committee for the Olympic and Paralympic Games and the City of Paris are working together for a common objective: to minimize the impact of these perimeters on Parisians living near competition venues and on businesses and social activities during the Games.
They are therefore designed to reconcile safety requirements with local residents' movements, allowing them to maintain access to their homes, workplaces or businesses.
These perimeters will mean access restrictions or deviations for motorized vehicles. A Games Pass (Pass Jeux) will be required to access some of these areas (see below). Traffic restrictions will not affect pedestrians, cyclists or scooter users within red and blue perimeters.

Where can I get more information?
The Paris Police Prefecture is holding consultations with the elected representatives, federations, companies and institutions in order to clearly identify the situations they will have to deal with. Specific situations that have not yet been identified at this stage will thus be taken into account.

How to get a Games Pass
Since May 13th, 2024, the Paris Police Prefecture has set up a digital platform to simplify exemption management and ensure smoother access to the red perimeter for authorized persons.
It will allow all authorized persons to register their request and exemption justification in advance. If the application is accepted, the Paris Police Prefecture will issue you with a Games Pass. Anticipation is key!
The Games Pass covers the entire Olympic and/or Paralympic period (for local residents, business professionals, delivery personnel, etc.) and will also be available on a one-off basis for certain users (visitors, short stays). For people with digital difficulties, a dedicated system will be offered by the city.
No exemptions for motorized vehicles will be issued the red perimeters during road races (marathon, cycling). Motorized traffic will not be allowed within the red perimeter during the activation period (except for emergencies).
For the opening ceremony, the Games Pass only applies to the SILT perimeter closest to the parade, regardless of mode of transport.

These perimeters will also be activated during road events taking place during the Olympic and Paralympic Games (marathon, para-marathon, marathon for all, cycling, para-cycling, triathlon and para-triathlon).
The road race course will be closed to non-competitors on training and competition days. Crossing points will be set up to allow local shopkeepers and residents, public services, security forces and emergency services to cross the course.

The Paris Police Prefecture has defined four different types of perimeter:

The Paris 2024 organizing committee perimeter (competition venues) surrounding Olympic or Paralympic venues and sites.

The protective perimeter, known as "SILT" (Internal Security and Counter-Terrorism): spectators and people with authorized access only.

Traffic-less perimeter (red).

Paris 2024 organizing committee's perimeter on competition sites
The Paris 2024 organizing committee will start assembling Olympic venues from March 2024 within defined venue perimeters. They will remain in place until the end of the dismantling process in October 2024 :

Only persons and vehicles accredited by Paris 2024 or in possession of a ticket will be allowed access to the site.

No residents, shops or businesses are located within the organizing perimeters. Only parking restrictions will be imposed within the vicinity of certain sites.

Drop-off/pick-up zones for disabled users and spectators are planned as close as possible to each Olympic and Paralympic venue.

Access by emergency vehicles (SAMU, fire department, police or gendarmerie, first-aide) to the organizers' perimeters will be subject to prior authorization from the Paris Police Prefecture.
The "SILT" protection perimeter
Since the 2015 terrorist attacks, perimeters known as "SILT" are regularly implemented during major events. They involve the closure of numerous access points. Only spectators and people accredited by the organizer will be able to access this perimeter.
Most of the SILT perimeters overlap with the previously defined organizing committee's perimeters.
Their application will have no impact on local residents, shops and businesses, and will guarantee security inside the site.
Several days before the opening ceremony (July 26th, 2024), the Paris Police Prefecture will set up a protective perimeter that will also be a no-traffic zone (red perimeter).
All residents and professionals in the area will therefore be required to obtain a permit by registering on the Paris Police Prefecture platform. All modes of travel (pedestrian, cyclist, motorized, etc.) are concerned.
On the day of the ceremony, traffic will be prohibited within the SILT perimeter.
Red (no motorized traffic) and blue (restricted motorized traffic) perimeters
Two other types of perimeter, red and blue, will also be set up around competition sites.
Red and blue perimeters timeframes
These perimeters will be activated simultaneously around the venues on each competition day, two and a half hours before the start of the first event, and will be lifted one hour after the end of the last event. The gates to the competition sites will open one and a half hours before the start of the events.
On road race days, the red perimeter will be activated three hours before the start of the race and lifted one hour after the end.
How will the red perimeter apply to motorized traffic?
The red perimeter is a safety perimeter designed to secure crowds around Olympic and Paralympic venues by limiting motorized traffic.
This perimeter will be systematically implemented by state authorities during Games events (competitions, road races and opening ceremonies):

Restrictions apply to motorized vehicles only, unless otherwise authorized.

Access remains possible for pedestrians, bicycles and scooters, with no need for proof of identity or security checks.
Red perimeter around competition sites

Pedestrians and cyclists are authorized to move freely within the red perimeters around competition venues.

Cars and motorized two-wheelers are prohibited within the red perimeter. Access is authorized only for emergency services and authorized personnel.

Emergency services and authorized personnel will have to register in advance on the Paris Police Prefecture's digital platform to obtain a digital document. This will have to be presented to the police at the entrance to the perimeter. For people without access to online services, a dedicated system will be put up by the City (more details to follow).

Motorized traffic, even with an exemption, will not be aloud within the perimeter.

Residential parking will only be possible on certain roads (currently being defined by the Paris Police Prefecture).
Red perimeter around road races

For road races (cycling, marathon, triathlon, walking), the red perimeter will be deployed around the course for a few hours during the race.

Pedestrians and cyclists will be allowed to move freely around outside the race course.

Cargo bikes will be allowed to pass through certain access points identified in the red perimeter, subject to a police check.

Crossing points will be set up to allow people to cross competition courses on foot: these will be open at set times. It may be necessary to wait a few minutes before crossing, depending on the number of people and the stage of the race.

Cars and motorized two wheeled vehicles will be prohibited within the red perimeter for the duration of the race. Access will only be allowed for imperative reasons, and will be managed by the police at the roadblocks. Persons with a legitimate reason for entering the red perimeter will be authorized to do so by the police on a case-by-case basis. Prior registration on the digital platform will not be necessary for races given the short duration of the events.

Access for emergency services will be provided via crossing points allowing vehicles to cross the competition courses.
Opening ceremony red perimeter
Several days before the opening ceremony, the Paris Police Prefecture will set up a protection perimeter (SILT), which may merge with the no-traffic zone (red perimeter). All users (pedestrians, cyclists, vehicles / residents and professionals in the area) will require a digital receipt acquired by registering in advance on the digital platform provided by the Paris Police Prefecture. people without access to online services, a dedicated system will be put up by
the City (details to be announced).
These access conditions apply regardless of mode of transport (pedestrian, cyclist, motorized…).
On the day of the opening ceremony, July 26th, 2024, no motorized traffic will be allowed inside the red perimeter, with very limited exceptions (local residents and accredited spectators).

How will the blue perimeter apply to motorized traffic?
A blue perimeter is also applied to each site and aims to reduce flows around the red perimeter. This will prevent traffic from getting stuck inside the perimeters.

Access to this perimeter will be authorized for all types of vehicles providing the driver can present proof of access to the blue zone: access to home, work, delivery, breakdown services, moving house, medical appointment, etc.

Prior registration on the Paris Police Prefecture platform is not required to enter the blue perimeter. Any legitimate proof of identity (delivery note, proof of address, etc.) will be accepted after a police inspection.

Parking is not a legitimate reason for entering the blue perimeter unless you are a resident.

Pedestrians and cyclists will be allowed to move around the site at all times.
Access to the Torch Relay blue perimeter is currently being examined by the Paris Police Prefecture.
Ring road access (périphérique)
Ring road exits and entries will remain open during the Games. There will be free access to the ring road (including near competition venues: Porte de Versailles, Porte de la Chapelle). A dedicated lane on the ring road will be reserved for organizers.
